Q4. How did enrollment of  the youngest enrollees differ by program type*?

Decreases occurred for the youngest ABE and ASE learners. ABE enrollment for ages 16 to 18 years dipped slightly from 19% to 15% from 2008-9 to 2010-11.
ASE enrollment stayed level across most age groups from 2006-07 to 2010-11. The percent of 16- to 18-year-old learners in ASE decreased from 30% to 24%.
