Q3.What were the largest age groups? Did more teenagers enter adult education programs in five years than before? 

Age groups had similar enrollment rates from 2006-07 to 2010-11. The largest age groups were ages 25 to 44 years and 19 to 24 years. The only age group experiencing decreases in all skill level types was 16 to 18 years.

One potential explanation is more students remaining in high school. If 16- to 18-year-old students stayed in high school, fewer would be likely to enter adult education programs. The decrease might reflect higher compulsory school attendance ages.  Or it might be linked with state efforts to raise high school graduation rates (Building a Grad Nation, 2012).
