Q2. How did enrollment change by program type*?

ABE enrollment increased slightly, from 40% to 46%. ESL enrollment decreased slightly, from 47% to 42%. These shifts may be associated with changing demographics, shifting local or state priorities, or the economic recession starting in 2008. Looking at state or local trends will provide further specifics.
