Q1. How many learners entered adult education programs? How did enrollment change in five years? More recently?

 Across the USA in 2006-07 the number enrolling was 2.3 million. The number increased slightly to 2.4 million in 2008-09 and decreased to 2.0 million in 2010-11. Overall, from 2006-07 to 2010-11 adult education enrollment was flat. After that fiver-year period, enrollment continued to decrease.

These trends may be linked to funding, as federal funding for adult education remained level (U.S. Department of Education, 2006-2011, pp. 9-10). The changing rates of employment before and after the recession of 2008 may also play a role since adults tend to pursue adult education less often when they are satisfied with their jobs. The trend may also relate to capacity. Many adult educators report that programs are filling up. A large percentage of programs have growing waiting lists of adult learners (NCSDAE, 2010).
